Choose Home Care Act of 2021
:

    • The Bill is now on the House floor with bi-partisan support and is forecasted to save the Medicare Trust fund $247 million annually in avoided skilled nursing facility stays.

    • Home Health Agencies (HHAs) are currently reimbursed for in-home skilled nursing (medication management), physical therapy, occupational therapy, speech therapy, medical social work, and home health aide assistance initially for a 60-day certification period post-hospital discharge.
    • The proposed extended home care benefit would cover additional services and expenses in the first 30 days for homebound patients and caregivers that are not currently covered. The 5 Newly proposed benefits are as follows:
      1. Remote patient monitoring as a supplement to in-person care.
        (If passed/approved ~ HHAs will be reimbursed for the installation/implementation of telehealth equipment/services/processes for in-home monitoring.)
      2. Meals and nutrition support.
        (If passed/approved ~ the support of Registered Dieticians and meal preparation by home health aides could be reimbursed.)
      3. Respite care, family caregiver, and other unpaid caregiver supports, education, and training resources.
        (If passed/approved ~ more details to come on how HHAs can better serve the in-home caregivers who are responsible for the full-time support of home-bound patients.)
      4. Medical supplies, appliances, and other equipment (devices and supplies used to assist with the Activities of Daily Life (ADLs) i.e. catheters, incontinence supplies, and shower chairs.
      5. Non-emergency medical transportation and other ambulance services (i.e. transportation/mobility for essential out-patient procedures and clinic/specialist appointments.)

Note: These additional services would still need to be authorized by a patient’s referring, certifying, or primary care physician.
